Support to Civil Service Development in Ukraine – Twinning Project (UA09/ENPI/OT/23, 2012-2014)

Project purpose

The goal of the project was to assist in building a modern and efficient administration in Ukraine. The project provided support to the development of a professional, merit-based, politically neutral and sustainable civil service in Ukraine in accordance with best European practices.

The project activities aimed at building capacity of the National Agency of Ukraine on Civil Service (NAUCS) to effectively steer the public administration and civil service reforms, as well as at introducing effective public management practices to enhance human resources in the civil service.  

Beneficiaries

The project was addressed to the employees of the National Agency of Ukraine on Civil Service. 

KSAP realised the project as a co-partner in consortium with the following institutions:

  • the UK National School of Government International (NSGI),
  • National Agency of Ukraine on Civil Service,
  • National Academy of Public Administration under the President of Ukraine (NAPA),
  • Center for Adaptation of the Civil Service to the Standarts of the European Union. 

Description

The project consisted of two components.

Component I was dedicated to the “Improvement of organizational and management capacity of NAUCS (National Agency of Ukraine on Civil Service)” and consisted of the following activities:  

  1. Design and implementation of new organizational structure of NAUCS that streamlines allocation of functions. 
  2. Improvement of capacity of the NAUCS staff. 
  3. Introduction of Common Assessment Framework (CAF). 
  4. Preparation of Communication strategy for internal and external audience and its implementation. 

Component II was dedicated to the “Improvement of quality of human resource management in the civil service system” and consisted of the following activities:  

  1. Modification of procedures in specified areas of HR management in the civil service:
  • Design of Medium-Term Action Plan on improving of quality of HRM in the civil service system: 
  • Provision of support for the implementation of the Medium-Term Action Plan 
  • Preparation of draft standard legislative acts for new HRM procedures in the civil service system.  
  • Development of seminar programs for HRM departments on introducing new approaches to HRM in the civil service, 
  • Preparation of training materials for conducting the seminars.  
  • Design and implementation of Educational Programme for persons accepted for the Cadre Reserve of the President of Ukraine. 
  • Delivery of seminar programmes about the changes in the specified areas to NAUCS specialists. 
  • Training of trainers (selection of HR staff and cadre of trainers and preparation for wider roll out of the program). 
  • Preparation of training materials for conducting the seminars including short animations on each procedure. 

Results

The project was first implemented in January of 2012 and completed in December of 2014. KSAP in consortium with NSGI has been selected in 2011 to implement the EU twinning project funded by the EC under the European Neighborhood and Partnership Instrument (ENPI). The project was initially managed by the National School of Government (NSG) in the UK in partnership with KSAP.

After organizational changes in the UK and the inclusion of the National School of Government International in the structure of the Defence Academy of the United Kingdom, KSAP has remained the leader of the project from December 2013. 

In the frame of the project, KSAP performed the following tasks: 

  • management of substantive input of the project:  planning and implementation of tasks resulting from Components I and II (from December 2013), 
  • financial management of the project (from December 2013), 
  • coordination of cooperation between the experts from Poland and the UK (from December 2013) 
  • organization of missions of experts (595 working days in Ukraine in total), 
  • exchange of experts, 
  • organization of study visits and the roundtable discussions, workshops, 
  • preparation of draft legislation acts, elaboration of procedures, 
  • organization and delivery of trainings, 
  • elaboration of strategy documents, 
  • preparation and implementation of communication and visibility activities, 
  • preparation of interim and final reports.
