Support to the Development and Improvement of the Civil Servants Training System in Ukraine – Twinning Project (UA08/ENP-PCA/OT/14, 2009-2011)

Project purpose
The goal of the project was to improve the quality of the Ukrainian public administration in and to assist it in living up to the EU and international standards both at central and regional levels through the institutional development of the National Academy of Public Administration of Ukraine (NAPA) within the three dimensions:
- political: by improving policy coordination with concerned public institutions;
- institutional: by strengthening organization and management capacity of NAPA and its Regional Institutes;
- technical: by enhancing training capacity of NAPA and its Regional Institutes.
Beneficiaries
The main beneficiaries of the project were the members of the senior level management staff of the National Academy of Public Administration under the President of Ukraine (NAPA). The project included also support for the lecturers and trainers of the NAPA.
KSAP has implemented the project in consortium with Ecole Nationale d’Administration (ENA, France) - leading partner.
Description
The project based on three components:
Component I: Clarification of the respective roles and responsibilities of NAPA and the Main Department for Civil Service and assessment and improvement of current coordination mechanism between both institutions.
- Preparation of an inventory of four EU MS and their civil service training systems, overview of best practices in EU countries.
- Organisation of study visits and roundtables.
- Provision of stakeholders with ideas, best practices and examples in order to improve the division of tasks and contribute to better cooperation between NAPA and the Main Department of Civil Service.
Component II: Strengthening of organization and management of NAPA and the RI with a focus on the in-service training institute's ability to train high-level civil servants.
- SWOT analyses and functional reviews of NAPA and the RI with a focus on HRM.
- Development of strategy for NAPA and FI.
- Elaboration of proposal of new more efficient organizational structures and operational modes of these institutions as well as their mutual relations and cooperation.
- Development of a communication and marketing plan.
- Organisation of a training programme for the training managers in order to enhance in-service training institute capacities.
Component III: Training capacity of NAPA and RI enhanced. The purpose of this third component was to enhance the training capacity of NAPA and the RI at a technical level through:
- Development, organization and dissemination of a train-the-trainers course on TNA (Trainings Needs Assessment).
- Conduct of TNA at line Ministries and Oblasts.
- Development of four new courses basing on the results of TNA, for which the NAPA and RI trainers was first be trained by MS experts before training themselves the civil servants from the Ministries/Oblasts.
Results
The project was first implemented in September of 2009 and completed in December of 2011. In the frame of the project, KSAP performed the following activities:
- experts’ missions to Ukraine (34 missions in total),
- provision of training (formal and on-the-job) for public servants in Ukraine,
- organization of study visits and roundtable discussions:
- development of strategies and plans for the improvement of the mechanisms of cooperation between major stakeholders of the civil servants training policy;
- development of an institutional strategy for NAPA and RIPA based on a functional review and SWOT analysis;
- development of communication and marketing plan for NAPA and RIPA and support to its initial implementation;
- preparation of training managers for the in-service professional training
- conduct of a training needs assessment (TNA) in 5 ministries and 4 regional administrations;
- design and implementation of four tailor-made professional courses based on TNA results in 9 pilot institutions to train 180 civil servants from central and regional state administrations.
The project contributed to the creation of modernized civil servants’ training system, focused on the development of professional skills and attitudes of civil servants at both central and local (including regional) levels, enabling provision of high-quality services to citizens and decision makers.
The current coordination mechanism between NAPA and the Main Department for Civil Service has been assessed and improved. The organisation and management of NAPA and the RIs were strengthened, with a focus on the in-service training institute’s ability to train high level officials. Also, the training capacity of NAPA and the RIs has been enhanced.
It had also an impact on the improvement of Human Resources Management in the public service.
